The First-Time Home Buyer Incentive (FTHBI), will come into effect on September 2, with the first closing with take effect on November 1, 2019.

The program will “help middle-class families get on the housing ladder,” says Bill Morneau, Minister of Finance, allowing eligible first-time homebuyers who have the minimum down payment for an insured mortgage with CMHC, Genworth, or Canada Guaranty, to apply to finance a portion of their home purchase through a form of shared equity mortgage with the Government of Canada.

What are advantages?
- CMHC will contribute 5% of a down payment for  the purchase of an existing home, or 10% for the purchase of a new build
- The mortgage must be default insured
- The applicants’ household income must be less than $120,000
- No monthly payments are required, and this amount can be paid back at any time, or upon the sale of the house
- CMHC shares in both the proportionate gains or losses in home value
- The insured mortgage plus incentive cannot be more than four times the participants’ household income (roughly a $565,000 maximum purchase price for someone making a 15% down payment)
 
When it is available?
- The program will be available to buyers on September 2, 2019
- The government anticipates 100,000 first-time buyers will take advantage of the program over the next three years at a cost of $1.25 billion.
 
It was also confirmed that participants would have to repay CMHC’s 5% or 10% contribution within 25 years, or when the property is sold. The incentive amount could also be repaid at any time prior to that and would not be subject to prepayment penalties.
 
In all cases, the incentive amount would have to be paid back at  the current fair market valuation, which would be determined by CMHC using an independent appraisal.
 
How much funding available? 
The total amount of funding  will be $1.25 billion over 3 Years. 
 
How do buyers know how much to payback? 
Buyer can replay the incentive at any time in full without a pre-payment penalty.  The Buyer has to repay the incentive after 25 years or if the property is sold. whichever happens first.  The repayment of the incentive is based on the property's fair market value.
 
Example 1: Assume you buy a home for $500,000.  You need 5% percent down.  For Old home, Government will offer You 5% down. When you sell the property for $700,000 in the next few years then you need to pay 5% amount you take ($25,000) and 5% Profit ($10,000). In Total, you need to pay $35,000 to the government.
 
Example 2: Assume you buy a Brand new home for $500,000.  You need 10% percent down.  For New Home, Government will offer You 10% down. When you sells the property for $700,000 in next few years then you need to pay 10% amount  you take ($50,000) and 10% Profit ($20,000). In Total you need to pay $70,000 to the government.
 
Summary of National Housing Strategy: 
First Time Home Buyer incentive : There are few qualifiers to apply for this incentive
  •     You need to have minium down payment to be eligible.  

                     for example: Salaried Person 5% Down Payment is required  (or)  for Self employed 10 % Down Payment is required.

  •     Your Maxium qualifying income is no more than $120,000
  •    Your Total borrowing is limited to 4 times of the qualifying income. 
                    for example: If your family income is $100,000 a year then You will qualify upto $400,000.
If the buyer meet these criteria, then only the buyer can apply for a 5% (Resale Home Purchase) or 10% (Preconstruction Purchase) Shared equity mortgage with the Government of CANADA. A shared equity mortgage is where the government shares in the upside and downside of the property value.
